Animations appear split second later in animation than static items.

I'm a complete beginner, so forgive me if I describe this poorly. I made a simple animation with rotating gears in Adobe Animate. I also added some static items. My hope was to export this as an animation that could play on loop on PowerPoint presentation slides and in a social media toolkit made for Canva. However, the static items seem to be appearing a split second before the actual animation, so the animation won't loop without the gears disappearing for a split second before resuming. Is there something I can adjust to make this a true looping animation?

where's the glitch appear? between the end of a timeline and its beginning?

I'm attaching an example of one of the animations here. It seems to be happening at the beginning of the clip, and it only appears after being exported (including a screenshot of the timeline in animate).

It could be a Motion Tween issue. No one uses Motion Tweens as they are unusable and bug-ridden.
