Take a symbol with a simple rectangle. Apply asset warp and create a new keyframe. Copy this 2-framed symbol from the library and paste it into a new .FLA library and the symbol will lose one of the frames (be a blank frame with no shape data). Sometimes it's the first frame or sometimes it's only the frame with asset warp applied.
i don't see the loss of a frame.
restart your computer and see if the problem persists. if it does, reset your preferences by removing
Win:
C:\Users\<username>\AppData\Local\Adobe\Animate CC <version>\ and
C\Users\<username>\AppData\Roaming\Adobe\Animate\<version>\
Mac:
/Users/<username>/Library/Application Support/Adobe/<Animate CC version>/ and
/Users/<username>/Library/Preferences/Adobe/Animate/<version>/

Hi,
The issue is not reproducible at our end. Can you please share a short screen recording of the issue with the FLA file.
You can also share to mail id abv@adobe.com.
Thanks,
Arvind B V

Thanks Kglad, a next-day system restart seems to have done the trick. We'll keep an eye out in case it happens again but for now, all sorted.
