Camera tool disabled

I am working through the Animate CC "Classroom in a Book" 2018 release. In lesson 7 you learn how to use the camera tool, but when i open the provided lesson file, the camera tool is disabled and cannot be clicked on.

Go to Document Settings and check to see whether Advanced Layers is enabled.
