CC Libraries are missing!!(Adobe Animate)

I just got a brand new Surface pro and installed all the essentials such as Animate, Photo Shop, and Illustrator. Then when using animate, I looked at the tools bar and the CC Libraries or Adobe Stock and it is missing!? Here is an Image if anyone could help me.

you can use 2018 and that should support cc libraries.  do you have a current subscription?

Can it be that there is a problem with Creative Cloud App, synch settings, password or email address?

I believe it is when I tried to sync it I got the message:Sync Settings Failed, unknown error has occurred
