Click the "Test" menu to play the swf normally, but the export Gif is a static image

I have a fla file with only 1 frame, click the "Test" menu and the animation plays fine. When exporting the gif, there is only one static image, which seems to be the current frame. How to export gif like swf is a complete animation effect. How to write actionScript。

your animation must be in a graphic symbol (not movieclip) with enough timeline frames to match what you want to see on export, or on the main timeline.

There is an alternative way of exporting gifs using the export video/media panel.  The advantage of this is that you can export Movie-Clip symbols with Actionscript in it; however you still have to add enough frames on the main timeline as this is what determines the length of the gif animation itself.

 

Go to File > Export > Export Video/Media and use the following settings:

You could export to video, then let Adobe Media Converter make it be animated GIF. But, changing the movieclip in the timeline to be a Graphic instead, might be quicker.
