How can I save symbols in folders when making crowd scenes in 2D in animate CC?

you can't.  once made they can be moved by dragging and dropping.

What do you mean by saving symbols in folders?

And is it a performance or reusability issue?

Hi I am making a crowd and trying to figure out how  to make them customized through symbols, when they are different people with different face shapes, ski tones,clothing and accessories.

You need to duplicate the symbols.

If you need to make deep copies, use Duplicate Symbol Recursive.
