I'm an old school designer. Do most of my work in InDesign, Illustrator, Photoshop for both print and digital advertising. My traditional workflow for creating animated ads would be to make an animated GIF in Photoshop, but in order to comply with Click Tag specifications, the ads need to be in HTML.
I've flirted around a bit with Adobe Animate, but I'm no where proficient at it. is that the correct application for this project or is there something else out there specifically suited for web/mobile ads?

You are surely at the correct place for fulfilling your requirements.
Designing an Ad in Animate will be rather easy as compared to Photoshop.
However Click Tag implementation is something quite tricky but, surely after looking the below links you will be able to achieve that.
