Feeling rather foolish now, but my dev is asking for an animation as a CSS version vs. using JSON. Does Animate support a CSS output without using JS?

Edge Animate, which you can still get if you have a CC subscription, does do CSS animations. There are also non-Adobe tools, such as Hype.

I think it would be possible to have Adobe Animate animate DOM elements, but then you're effectively just using Animate as a JavaScript editor.

Please don't use JSON and JS interchangeably. JSON is a data format. JS is a programming language.

And to expand on Ares' answer, noooooooooooooooooo. CSS animations are for DOM elements. Animate in HTML mode paints everything to a single canvas element. CSS animation is entirely inapplicable.
