Hey, so I only actually finish a product once every few months and always seem to have trouble at the end, getting it to the right look on the final product. I can't remember what I did different, but this project i'm trying to turn into a watchable video seems way grainer than my last vid. I haven't changed settings but it just looks like crap. When I preview it in animate it looks smooth and great but for some reason whenever i export video/media then run it through media encoader it looks like crap. What am I doing wrong here?

That looks like a fairly low resolution, plus you're using a strange aspect ratio.
Go to the properties panel (Doc Tab) and change the stage size to 1920 x 1080 px, that will give you a standard 1080p video. The quality will be noticeably better.

Ok, so I just did that and it thew the camera way off, and messed up some of the tweens. Is that normal or did i mess up?

There was a bug like that a few versions ago, I think it was fixed in Animate 21.0.5. https://helpx.adobe.com/animate/kb/fixed-issues.html
The easiest solution would be to update, but if for some reason you can't, try this workaround instead:
(If your version is Animate 2022 skip the first two steps, just increase the render size and export normally)
