Flickering Loading Wheel On Cursor?

Hi all,

I just installed Animate for the first time and whenever the program is open my cursor gains a flickering loading wheel, which, when I try to change brush colour, open the file menu, or pretty much any menu, closes them immidiately. I have tried reinstalling, checking for Webcom, but nothing works. Is there a fix for this?

Is there a way to open preferences without clicking the edit menu, cause I can't access it.

Restore all preferences to default settings

• In the Preferences dialog box, click Reset to Defaults or press and hold Control+Alt+Shift (Windows) or Command+Option+Shift (Mac OS) as you start Animate.

I tried this as well as reinstalling again but nothing changed

if that's the only anomaly on your computer, keep trying to reset preferences.
