I decided to try out the fluid brush in Animate but for some reason the brush gets a large initial delay when making a stroke, and continue to create a delay towards my cursor until I let go, which creates a quick line from its current location to the cursor once released, which ends up making the line look awkward. The same can be said for the mouse.
However, when I bring my window into my main monitor, the fluid brush has no problems. The issue only occurs whenever I use Animate on my tablet. All other brushes are fine.
The version I am using is Adobe Animate CC 2023, v23.0
The display tablet I'm using is an XP Pen Artist 13.3 Pro
I've tried to show the delay problem using my tablet but it doesn't show the cursor in the video properly, so I've made a video with me using the mouse to show the delay better.
If needed, I can provide a better example with the tablet

I am on an Apple M1 using an XP-Pen 22R Pen Display and having no issues. So I started comparing your display specs against mine...
Yours: https://www.storexppen.com/buy/artist-13-pro.html
Mine: https://www.storexppen.com/buy/artist-22r-pro.html
Notably both displays have the same response time of 14ms
My driver build is Ver 3.2.3(build: 6sf1c29)
I suspect this is a conflict with your CPU/OS - you on windows?

Also, make sure you don't have any other pen display drivers still installed (such as Wacom or others).

About a year ago before this tablet, I had a Huion tablet. Since then, I have already uninstalled it even before connecting my XP Pen tablet, so unless it's somehow still on my computer (unlikely), then the issue most likely does not connect to the conflicting drivers.

Also just as a side experiment I did, I have tried to duplicate my tablet's display with my main monitor.
Initially, it was lagging a bit but was gone once I started using my mouse, it worked perfectly (used both my tablet and my mouse to draw with the brush).
The second time I duplicated it, the fluid brush was still lagging, so it might just be a one-off thing.

reset your preferences:
1.assign (if none now exist) a custom keyboard shortcut:
2.reset your preferences* (you should not give up on this until you've tried several times)
3.confirm you were successful by checking your keyboard shortcut was reset
if it's not, return to step 2
if it is reset, check if the problem is resolved
*
press and hold Control+Alt+Shift (Windows) or
Command+Option+Shift (Mac OS) as you start Animate.

Haven't been able to reset my keyboard shortcut despite trying multiple times. I'm not sure if I am messing something up or what.

it requires multiple tries or delete the preference files.
the easiest is to uninstall (including preferences), and then reinstall.
again confirming the preferences actually were reset.

Yes, I have checked. My preferences have been resetted and the problem still prevails.

Can't really do that since I can't get into Animate without getting the trial, and I don't have a credit card available to my disposal to use the trial. I am using a school provided suite of Creative Cloud.
I have also tried Animate on school computers using the same account and the fluid brush worked fine on all of those I have tried on. Plus it does work fine occasionally on my computer, although on my main display at that.
