How can i create an spotlight effect??

 so im making this animation for an school project and i really need help making an spotlight effect,

basically my idea is this:

The scene starts and its complete black until it fades away to show both the background and the circus logo, at the same time tho we can see 2 spotlights moving around showing the circus logo off

i have the scene ready but id just like to know if anyone can help me on making the spotlight effect.

that spotlight is a circular mask that has a motion tween applied.  using an alpha fade at the circle's edges would look better.
