How do I fill using a bucket in only a specific layer?

Ok, So I was trying to use the bucket tool to fill in a specific area (let's call it B) that is in a bigger area (and this one A), the bucket tool didn't fill B only but A too. Can anyone please help? I was using Macromedia Flash 8 (Wait, does Macromedia Flash counts as an Adobe Animate?)

it counts, but i'm not sure who still has mm 8 on their computer anymore.

 

anyway, are all your lines in the same layer?

 

if no, that's the problem.

 

if yes, the problem doesn't occur in the current animate (and i could test back to cs6, but mm 8...)

the lines are not at the same layer

move them to the same layer and retry filling.
