How to code animation along drawn line

Hello,

In Adobe Animate, I would like to be able to draw a line and an animation via MovieClip would animate along the line. I was wondering if this was possible and how would I proceed to code this. I attached a couple of gifs demonstrating what I mean. Thank you for any answers and advice!

you're creating an app where users draw lines and movieclips attach to the line?

It's not for an app, it's just for my personal animation project. But yes, any line that is drawn, I would like this balloon expanding animation to play along that line.

does this occur while you're creating in animate or in a published file?

you'll need to create a custom stroke but i don't know if that can be animated.  ie, google custom animate stroke.
