I have some old SWFs I want to play and screen-record but they won't play in any browser I try even if I enable Flash. There must be some way ... right? They're pretty simple ... they were just basic sites with the SWF in an html file.
One solution is to install Firefox Portable on a Flash drive, and install the Flash player manually. Works great.

I just ran some old Flash content in IE11, Edge, Chrome, and Firefox, and it ran fine in all of them (once I'd clicked to allow Flash). These SWFs were all in an HTML wrapper page.
If you just want to open a raw SWF, why are you trying to use a browser instead of the standalone Flash player?

Good idea, running it from a Flash drive will enable it to run Flash!
