Pencil Tool Missing from Tool

Animate -  Version - 21.0.4
Windows 10 - Version -10.0.1
I've closed and restarted the program multiple times
I've uninstalled and reinstalled the program
I'm been using Flash/Animate for 18 years - (I'm pretty famaliar with how it works)

The pencil tool icon is simply not in my tool set. See attached (Pentool.png)

When I hit the pencil hotkey (Y) it brings up a different icon. A brush. When I draw with it, it creates a dotted line and when I release from the stylus from the screen/tablet the line fills in as a line. Which is what I want. But is this the new penciil tool? Is this how the pencil tool functions now? See attached PencilToolline (png) to see what I mean when you are drawing the line. But when I release, all those dots form a solid line. 

See attached NEWPencilIcon (png) I couldn't screen cap the icon because everytime I would, the selection tool would dissappear. So I drew what the icon looks like when I hit the (Y) button.

Why is it, I spend an hour looking for something and creating a whole post and immediatly after, I find the answer.
WELL, for anyone else that may have the same issue.
In the Tools menu, select the 3dots icon. It will open up (Drag and Drop Tools)
It was in here that I found the Pencil icon (That before was always by default located in my toolbar)
Drag and drop the icon into your toolset.
Also, the hot key for the Pencil tool was not Y...it was Shift Y. Why this changed? I have no idea.

That being said, I still have no idea why my pencil tool was there yesterday and not today, nor why the hotkey for it changed. Maybe it was a feature they changed. 

Regardless, I found it and hope this helps anyone else who may also come across this.

What is weird is I saw this convo yesterday and today the pencil was missing from my toolbar. Haven't updated Animate. 0_o

tools can be added and removed from the toolbar at any time, though i don't know how you can do either accidentally because there's no keyboard shortcut for either (afaik).
