I have tons and tons of cool photoshop brushes that I bought and download for free. How do I use the abr. file to be use in Adobe Animation? I want to use those photoshop brushes in order for me to do the animation if possible. Is there a way for Adobe Animate is able to read Photoshop Brushes?
Unfortunately no... Photoshop brushes are bitmap based and Animate is all vector. There is a tool called the Paint Brush that gives you more control than the standard Brush too does but it's still nowhere near Photoshop brushes. and abr brushes don't work with it either.

There are always rumors but officially nothing no. I wouldn't hold my breath though, the Flash community has been waiting for bitmap brushes for a decade to come out and we still have yet to see it. As I said though, there ARE rumors. Nickg28 is right though, you might find the Paint Brushes useful. I would suggest turning on the Draw as Fill fotion though otherwise it can bog down slower systems.
