Scene button in insert is greyed out

for some reason the scene button under the insert tab is greyed out so I can't create new scenes

The reason is your file type. A lot of features are unavailable to html5/canvas FLAs.

Using scenes is a bad idea anyway.

You can always organise your timeline with layer folders and layers.
