Shape tween behave weird

I tried to do simple leg moving animation, and the shape tween works differently on one of the leg but works exactly what I needed for another one. Is there any solution?

    copy and paste the wanted key frames to another layer. then shape tween.

    -Tried copy and paste the other leg to a new layer within a symbol.

    -Also tried copy paste the other leg to a new layer outside the symbol

     

    Can you explain to me is this a normal scenario (that happen due to the lack of technical knowledge about the software) or it could be a bug? What can cause this kind of problem?

    What you show in the video is normal behavior.

    Add shape hints to fix the 'broken' Shape Tween.

     

    Note: For the type of movement you demonstrate, you should be using Classic Tweens on Graphic Symbols instead.
