Swap Symbol, no lookup or filter? Have to scroll and hunt?

No one thought to put a search/filter bar on that window? Why make users scroll, hunt and hope to find?  

This uneccesary limitation really slows down my productivity.

Every other program I use from other companies seem to manage that just fine, but this basic UI design never occurred to Adobe? When can customers expect this to be implemented?

You can use the Swap Multiple Symbols command and work with a filtered Library selection instead.

Just give the command a shortcut key and your process will speed up.
