when i open the swf file from desktop or laptop in internet explorer or chrome then it ask to allow the plugin and the file start working.
but wen i open the file from chrome or explorer from the phone or tablet it does not want to activate the plugin and the file does not work at all
most mobiles don't support swfs.

Yes this is a problem with swf, apple did not allow the plug-on on its Phone years ago, which basically killed the swf.
To solve the problem Flash (now called Animate CC) and Captivate, which both export to SWF, also export to HTML5 so that it works across all platforms.
You can try googling SWF to Video converter and convert it to a video so then you can upload it and have it work across all platforms, of try publishing to HTML5 instead of SWF.
