They are keyframes. You may think of keyframes as being larger dots, like the first frame, and that would be true for a classic tween. You have a motion tween, and so the later keyframes are shown as smaller dots.
Ahhhh sorry - these forums don't make attachements all that visible. Yes as Colin said those are keyframes that get auto-created when using Motion Tween spans. You made some kind of property change to the asset on those frames.

When you say "pop up layer" what does that refer to? Never heard that term before. Can you provide a screenshot of these dots?

The layer is named 'popup'.

Yes indeed. It is a Motion Tween and I have changed the alpha value of the object at two frames. Therefore those two points were authomaticall created. Thank you bot for help!
