first, there are a paint bucket fill options that automatically close gaps:
that will probably help you avoid problems.

You seem to lack fundamental knowledge how to use the most basic features of Animate.
Consider going through the basic tutorials I posted in your other thread.
To fill with be bucket you need closed shapes.
Draw a box that will close those as shown here:
Then you can fill them in:
But you will immediately notice that the colour leaks into other shapes.
To check your outlines, zoom in and inspect them in outline mode. Then you will see that most are actually not connected at all:
Learn the basics with something simpler. This seems like a very complex image to attempt at your current level of knowledge.

Thanks for the information and explanation. I acknowledged some of them wasn't closed like the last pic. The video I shown above that my problem was I am unable to fill certain regions which isn't the case like the one that have closed shape.
But from the second pic, u have shown me that the regions (edit: in the video) is able to be filled. Any solution u have attempted, or u just fill the color and it worked?

I showed you in the first picture: draw a box. Look at the black rectangle. It is not the stage. I drew that rectangle.

2023-04-08 20-17-08.mp4 so I managed to draw a box (like u did in the first pic) and the same problem still exist, most closed shapes are unable to be filled.

I said all that I could say in my attempt to help you with this issue, mate.
Do simpler exercises until you master the basics.
Good luck!

create a new fla
draw a box that matches your problematic one
try to fill
if there's a problem, copy and paste a screenshot of the box showing all four edges.

I managed to get some of them filled by drawing a box around. But how do I know they are not closed, it is visible to me that all of them are already closed from what I can see.

I still wasn't able to fill most part of the region that is visibly 'closed'.
