Thank you. Oh wow I can see the bug now.
There is something corrupted about layers bicep_l and tricep_l. I do not know what the cause is.
Sometimes copying and pasting the layers into a new document fixes these kind of issues but not in this case.
The solution that did work was copy-pasting the symbols from the problematic layers into new ones. See attached video below, let me know if you can replicate this on your end.

I have rigged many characters with no issue but I started a new one today and am having what I believe is the same problem. When I try to connect a layer, the child layer seems to just disappear. Would love to hear back from you guys with any help.

For now the workaround is to copy-paste the symbols from the stage (not the frames) onto a new document and re-parent again.

This does not work for me. The symbol disappears from the stage when parenting. Any update on this fix???

It doesn't work if you copy-paste the layers nor the frames, you need to copy paste the symbols directly onto a new layer.

I've copied the symbol in a new document, made a new layer in the original document and pasted the symbol in that layer. Still does not work. I've even tried breaking it apart, making a completely new symbol. I've come up with a workaround where I made a null object off stage and parented to that. The rig I'm working with is very simple and all I wanted was the arms to be parented to the body, but it was refusing to do so.

To end frustration use SMR instead and only toggle Layer Parenting on when animation is complete to have the elements move along arcs.

I've had this same problem and what I was doing was importing an image I made in illustrator. The image I made was in CMYK color mode and adobe animate isn't compatiable with it so I changed the color mode (in illustrator) to RGB and then imported my image in and it worked. I hope this helps!
p.s. When I say I had to change the "color mode" in illustrator, I'm talking about the document color mode and that can be changed by clicking file and you should see it towards the bottom.
