Hopefully you can help me with my, for a long time existing problem. For more than 15 years now I use Audition 1.5. Yes, I know: very old but it still can provide me with everything I need. Only one thing is gone and that's recording internal (mp3) and external (guitar) audiosignals.
With the help of a Dutch forum we tried everything, but all in vain. It simply won't do recording anymore ! And this has started happening only a few months ago, while no routings or other changes have been changed... It just doesn't receive audio anymore...
At first WIN 10 was to blame, but importing the audio of an mp3 or an mp4 is no problem. Everything in myAudition1.5 works fine but recording. We have been thinking of missing dll's or orher missing components but we can't get it right.
I always use a Soundcraft Notepad 12 fx mixer. From there a usb is connected to my computer to receive all audio to headphones and/or my two connected KRK studio monitors. This is still working fine! Audition 1.5 still recognizes the right IN's and Outs, shown in Devices Properties and Device Order.
BTW, I'm from Holland and always loved to use Audition 1.5 but for some reason it doesn't work anymore as it used to be and I'm out of options. Can you think of any reason why and what can be the cause of this?

When you say 'at first, Windows 10 was to blame', in what way? If you go to the Windows Control Panel, click on 'Sound' and open the Recording tab, is your Notepad shown there as the default device? If it is, and you click on Properties>Advanced, is the default format set to the same format you want to record in? And what do you have checked in Exclusive Mode?

Concerning Windows 10...It was said by others that Windows 10 caused all the problems. But the program has been working as working perfectly under this OS in the beginning. But for some reason that's over now. That's why I still don't think that Windows 10 is to blame for not recording.
Then about your suggestions about the Control panel - recording tab - properties - advanced and Exclusive mode: see attached file about settings

That looks okay. It occurred to me also that there might be an issue with security settings - this certainly affects Mac users, and it's also possible under Windows - although I'm not so sure how it affects external devices like your Notepad. Under Settings>Privacy>Microphone there are app permission settings, and if you look though them, there's a section that controls which desktop apps to have access to your microphone. In this list you should find Audition 1.5, and you need to make sure that it's allowed access.
If all of that's correct and you still can't enable Record, the next step is to see if any other audio apps will let you record successfully...
