Bug? Ghost Playback: All tracks at zero, but master still has audio from a track

The "MUSIC" track in the attached screenshot is somehow playing through the master, however as you can see none of the track meters show any audio going through them. The approximate volume is if the track is getting played at unity. All faders are down except for the master.

 

Is this a bug or am I missing a routing setting somewhere?

Don't think it's a bug - this would have been spotted ages ago. You may possibly have a corrupted session file - they are far from unknown, and can cause all sorts of strange things to happen. I can't really see enough detail on your screengrab, but on the face of it, the settings appear to be correct.
