Can Audition export MP4a to MP3 format?

I've been using Audacity and was interested in a tool that I can take an audio file from an iphone or Samsung phone in MP4a format, importing it into Audition, editing it, and exporting to MP3 format. Can Audition do this?

I don't know what it is about Samsung's m4a files, but Audition won't open them. It claims that it can, but actually it can't. If you can find a way of converting them to wav files, then Audition can certainly output these as MP3.
