As in the sounds from this specific site: https://offers.adobe.com/en/na/audition/offers/audition_dlc.html
I'm asking because it mentions this down below which makes it seem like I need to have Audition, still be using Audition and so on even though the sounds are supposed to be royalty free.

Nowhere does it say that you are obliged to use Audition, and also there is no obligation to credit Adobe for their use. I think that the terms and conditions are pretty clear, and if there's anything they don't mention, they clearly aren't bothered about it:
3.2 Adobe Intellectual Property. We (and our licensors) remain the sole owner of all right, title, and interest in the Services or Software. Except as stated in the Terms, we do not grant you any rights to patents, copyrights, trade secrets, trademarks, or any other rights in respect to the items in the Services or Software. We reserve all rights not granted under the Terms.
3.6 Content Files. "Content Files" means Adobe assets provided as part of the Services and Software. Unless documentation or specific licenses state otherwise, we grant you a personal, non-exclusive, non-sublicensable, and non-transferable license to use the Content Files to create your end use (i.e., the derivative application or product authored by you) into which the Content Files, or derivations thereof, are embedded for your use ("End Use"). You may modify the Content Files prior to embedding them in the End Use. You may reproduce and distribute Content Files only in connection with your End Use, however, under no circumstances can you distribute the Content Files on a stand-alone basis, outside of the End Use.

I've been trying to find more info regarding these libraries. There are threads on reddit that say you have to be subscribed to the Creative Cloud. I just can't find anything about that other than people claiming they're Adobe employees, who don't site anything -just state this as a matter of fact.
This feels like a somewhat old library. Was it at one point a part of a product before the subscription model and was just dumped on the site afterwards as extra content for creators? Is there a license that can be bought without subscribing to anything?
Does the EULA specify you have to be subscribed to an Adobe product?

I don't know about the origin of the sound effects, but the music loops came originally from Syntrillium, whom Adobe bought out. That's not hearsay - I know the person who created most of them. Other than that, the answers to your questions are in my previous reply. This is an Adobe website. If there was anything at all wrong with that information, it would have either been taken down or amended by now. But it hasn't been. What I have cited above is taken directly from the EULA or the master software conditions.
What does Adobe get out of it? If you read the very faint small print at the bottom of the download page, you will find out that because you agreed to log into the site in order to get at the download, Adobe reserve the right to 'contact you (via e-mail, phone, and mail) about Adobe, its products, and services including product releases and upgrades, seminars, events, surveys, trainings, and special offers.' But even if you opt out, there is still no requirement to use their product only with their apps.
