Clicking static in audio - Declicker doesn't work at all

I have a tremendous amount of static in this accompaniment file.  I have scoured the internet, and all anybody says to do is use the Declicker, but the declicker has absolutely no effect on this clicking/popping/static.  I don't even know what to call it.  Can anybody help me??

Strangely enough, the exported audio sounds fine.  When I play it in Wav form, it sounds fine.  When I pop back over to Multi-track, it's a hot mess.  What on Earth am I doing wrong?

Well I can't hear the static either in your file. But if it plays with static in Multitrack and you export it, or mix it down, does the mixdown also contain the static?
