DeClipper doesn't recognize the problems

When I select the track I want to fix and click scan nothing happened. My audio is heavily clipped.

If your audio doesn't hit 0dB then nothing will be detected, however clipped it is.

I had this problem only when I was exsporting audio files from premier to audition. When I open the same files in audition without premier everything worked.

You should note that it's impossible to undistort audio, and it always will be. The declipper only catches short peaks where it can work out the appropriate waveform slopes, but this simply won't work on longer, or more heavily distorted regions. The reason that you can't undistort audio is that you have no reference at all for what the 'correct' version of it is, so have no basis for correction.
