I created several eq. presets which I saved and reused them as wished. I had a HD operating system crash and I replaced it and downloaded the AU new version in the new HD. I installed the old HD with a USB box and I have access to it.
The question: Where are the created Effect Rack Presets in the old HD so as to load them into the new HD?
Since this work has been hard and long, I will appreciate very much if someone knows the answer. I tried support twice without success.

If you are on a Windows PC all Audition's settings are stored in "C:\Users\'Username'\AppData\Roaming\Adobe\Audition\12.0" for the latest version. Or look for different final number for earlier versions.

Effect Rack presets are stored in a file named EffectPresets.xml just copy and paste this file to your new install of Audition to restore everything.
You'll find this file in these locations...
PC: C:\Users\'Username'\AppData\Roaming\Adobe\Audition\12.0 (as ryclark​ mentions)
Mac: /Users/'Username'/Library/Preferences/Adobe/Audition/12.0

Thanks a lot for your information. I did it and it worked.
So I can use my presets now. I looked for the same file at D: (the old HD)
and swat it with the one that was al 12.0
