I don't know of any tool to reverse search sound effects.

There are tools like Shazam to reverse search music.

Sound effect libraries generally have good descriptions of the effects and you can search by text and also duration.

The difficulty is in knowing what words to search for. The phrase glitter sparkle may not be how the effects library describes it.
