How to create a remote effect ?

There an effect I really love and I played with some of the effects in Audition but couldn't replicate what was done there, can someone help me understand how I can get a similar result ?

If it's the vocal you're talking about, it's been heavily compressed and bandwidth limited so it's more like you've get from a phone. Then there's a bit of reverb added, but not much.

So basically to get this effect we need to decrease the quality of the audio and then add some reverb ?

Do you have more information about how to achieve this quality reduction ? (And which type of reverb to use/which slider to move ?)
