If you're working in Multitrack view you'll need to follow the File > Export > Multitrack Mixdown > Entire Session... menu prompts as ryclark​ mentions.

Note that if your Multitrack is stereo the minimum you can select is 96 Kbps. If you have a mono Multitrack session then it is possible to select 80 Kbps.

If you really want to export a stereo Multitrack at 80 Kbps you'll need to mixdown first - Multitrack > Mixdown Session to File > Entire Session - then, from Waveform view, select File > Save As

Is this to save an audio file from the Waveform view or export a mixdown in the Multitrack view? In either case when the Save As/Export Mixdown panel opens select .mp3 as Format and go to Format Settings/Change to select CBR and 80kps from the drop down menu.
