I'm afraid that the short answer is a resounding no, as there are gaps in the information.
Let me put it like this; where is all the missing information coming from?
The other thing is that this doesn't look like an internet connection issue at all. It looks much more like the audio buffer running out - in other words much too small a buffer size. Try going to Edit>Preferences>Audio Hardware and increasing the size of it. It may, depending upon the driver you're using, be marked as :Latency.

Hi Steve, Thank you for your answer. I received this audio file from a client so I don't know where it's came from or how they recorded it. I know it's from a screen recording software but I don't know more. I will let them know the advice about the audio buffer so maybe they wil not do this mistake on further project.
