Installing VST plug in

I have been working for two hours to try to get this plug in to work. I  am operating on a 2017.0.2 version of Audition. I downloaded the plug in from Valhalla. I read the 'Adding third-party plug-ins' and followed the directions. I put it in the Library> Audio >plug-Ins >VST. But it doesn't show up anywhere in the Audition program at all. What am I missing?

I have found out the problem. I contacted the maker of the plugin and he told me that the plugin I was using was too old. Argh! So, I downloaded the newer one and it works fine

After placing the plugin in the folder did you open Audition and run Audio Plug-in Manager from the Effects menu to get Audition to rescan for new plugins?

Okay. I did that and nothing shows up. This (obviously) is my first time adding a plug-in to anything. I am the only one who uses this computer and have put it in the main Library not the one listed on the Users/Christine/Library/Plug-Ins/VST, but I don't think that makes a difference as both places are listed on the 'VST Plug-Ins Folders' portion of the Audio Plug-In Manager. I did take the plug-in item out of the folder it was in and put it 'naked' into the VST folder. It just seemed right.

Yes Audition has been a 64 bit program for some time. As such it also needs 64 bit VST plugins.
