multitrack volumes varying on mixdown

When I export my multitrack session, some of the resulting audio is at completely

different volumes than on the multitrack.  Not all of it,  just some clips of music and one of many voiceovers.  No one at my radio station seems to know what's the matter or what to do about it.  I'm not a high tech audio person, so please respond in simple language. Thanks!
