Need help creating a speaker phone or car phone effect

Hey everyone,

I'm looking to create an effect that rides somewhere in between a car phone and mobile speaker phone. Below is an example of the sound I'm going for.

I like this sound because it doesn't just the highs or lows.. it also has sort of a blown out vibration in it.
