Can Audition determine octave band levels of a waveform?

No it can't, I'm afraid. There was a putative attempt to add both this and 1/3 octave analysis years ago, but it got dropped through lack of support. That, and the fact that there are any number of free VST plugins that will do this. Here are a couple:
