Hello;

I accidentally deleted the radio announcer or voiceover preset  from the Effects Rack in Audition. How can I replace it. Audition 13.0.11

You have two choices: Firstly, if you restart Audition with the Shift key held down, it will restore everything to its installed settings. The downside of this is that you'll lose anything that you created yourself and saved. The other choice is to recreate the preset. Here's a screengrab with all of the settings visible:
