Repairing a poorly recorded voice

Hey. I have a voice recording in very poor quality. Speech is in Polish. I use this language on a daily basis, but the recording is not so clear that I will not understand any words.
Is it possible to fix a recording so that it can be understood?

I'm afraid that's simply not fixable. It sounds as though it's been copied several times, and the record levels have been set incorrectly. And then saved at a low bit rate...

Please don't believe all the stuff you see on CSI - it simply isn't real; you can't rescue something that is this severely distorted at all.
