It's 2020, Can we get a larger step size for each "click" of the wheel for the horizontal scrolling now?

I understand that you can drag an orange box to navigate but sometime I just need to move a bit to the side but the box gets very tiny when zoomed in and can sometime leads to unintentionally expand instead of moving it which also waste my time. This problem has been here since 2011 and still not fix yet. PLEASE I beg you. fix it.

The generally accepted solution to this these days is to left-click on the timeline (not the zoom box) and drag it, rather than mouse-scrolling it. This gives you pretty good control, as it's nonlinear - you can move it just a tiny bit, or by dragging the mouse to the ends of the display, all the way through a session in very short order. Also in Preferences, please note that you can alter the degree of zoom rerscaling if you need to. This doesn't alter the scrolling options though. I suspect that the reasons for not providing control over scrolling amounts with the mouse wheel have something to do with using Audition on touch-screen devices, but this is unconfirmed.

Clicking on the timeline moves the scrubber, it doesn't scroll the viewport at all.

It does - but only if you hold the mouse in the correct position. If you hold it at the bottom of the timeline, it will only move the cursor, but if you hold it at the top of the timeline, a hand will appear. If you drag it now, the viewport will scroll, along with the waveform.
