Is there a way to simulate 4 people sitting around a campfire so that when person “A” speaks it sounds like he is in the upper left, person “B” upper right, person “C”, lower left, and person “D” lower right?

I’ve looked at panning and Doppler Shift effects.

Unless you are using at least first order ambisonics, you can't code height information, and even if you do you will have some difficulty reproducing this in any 'normal' reproduction system. Typically 5.1 and 7.1 can't cope with this at all.
