Sound like the Riddler

I am working on a video project but I need to edit my voice to sound similar to the Riddler in the Batman Arkham games when he is talking over a computer. I have the voice down I am just not sure what effects to use

Mixture of stuff going on here. Firstly the frequency range is limited so that it's a bit more like a telephone - that's quite a bit of bass roll-off and also probably high frequency roll off as well at 8-9kHz - something like that, anyway. Also this part of it (before you do the rest) is compressed to limit the dynamic range. Once you've got this bit sorted there's reverb to add,  but also a delay (nearly a second) to give the repeats. That's about it.
