Speech Volume Leveler for Audition 3.0

I am using Adobe Audition 3.0.  Is Speech Volume Leveler available in 3.0 (I can't find it), and if not is there a plugin or a way to create a preset that does the same thing? Thank you for your help.

Just use a compressor - that's pretty much what a 'voice leveler' is
