URGENT: How can I improve "underwater-like" audio quality?

Hi,

I was given a video that was shot with a cellphone. I could understand what's being said but the audio seems to have that "underwater" sound to it.  It's much like when you call a radio station and your radio is turned up high that there's feedback or like an echo.  Is there a way to remove it using Audition CS6 or any Adobe Product? Highly appreciate any ideas.  Thank you!

you could maybe use a de-reverb on it from rx 6 advanced.

Every de-reverb program we've tried tends to make this sort of audio worse (sometimes a lot worse), not better. If it's that poor, and from a phone, then you really are stuck with it, I'm afraid.

I'm afraid not. Cellphone audio is what it is, and all you have to work on is what gets captured. Without any other reference as to what it should sound like, this form of distortion is unfixable, I'm afraid.

Thank you Steve.  Not the answer I was hoping for but at least I have closure from an expert
