Volume maximizing in modern Mastering

How is volume maximizing done in Audition to achive this sort of waveform used in modern Mastering. was the file Hard limited or was another plugin use.

    There's no fixed answer to this, because it all depends upon what you are trying to maximise the volume of. For instance, what you might do for speech would be completely inappropriate for music. So really you'd have to give us rather more information before we could even begin to answer this correctly, I'm afraid - there's no 'one size fits all'.

    Lets approach it more generalized as volume maximized as the last step. It is music. Was the file hard limited to get there?

    Still doesn't work - I wouldn't put any sort of limiter anywhere near the music I produce!

     

    If it sounds right, and all you want to do is optimise the levels, then you simply normalize the result. Anything beyond that requires compression of some sort, to reduce the dynamic range. The more you do this, the louder it sounds until it gets ridiculous. If you really want to know more about it, then the best place I know of to start is the Ozone Mastering Guide, which we've used as a standard reference on the subject for years now.
