Waveform height

Does there exist a method of expanding the height of a waveform?  I've got one that's really low and I'm trying to match it with some other audio and its near impossible.

    Effects>Amplitude and Compression>Amplify. Or if you don't know how much, then use Normalize and set the level to -1dB.
