Audition CC2018 Not Saving Window Sizes

One of the few things I am not happy about with Audition CC vs Audition CS6 is I cannot seem to save the window sizes between sessions if I close Audition. I have been able to create a custom layout, and save that layout, with the tools where I like them, but the individual window sizes will change if I close Audion and open the program again. The Wave Form Editor, for example shrinks to maybe a quarter of the size I like it at, the Effects Rack, that I do not use too much, grows to push the Markers window, something I need a lot, to maybe two lines at the most. I find this happening on both my Windows PC (primary editing location) and MacBook Air (secondary and traveling editor).
I have tried saving my layout, with the sizes I like, at various times and under different names, but nothing sticks. The older CS6 version does not have this problem, but I do not want to go back for other reasons.
Anyone have an answer for this?

Layouts in Audition are called 'Workspaces'. So having you been saving your custom layouts as new Workspaces?
All your Workspaces are stored in the Audition Settings/Workspaces folder. So make sure that this folder isn't read only for reason and that you can write to it. Do all your other customisations like Favorites store and recall OK?

Yes, I have been saving the workspaces. Sorry about the confusion in terminology. The position of everything in a workspace is saved, but not the size of the individual windows.

This is what I want to see, without wasting time resizing the windows.
And yes, I've saved this workspace many times under many names, but I always get that first image. I've configured both my Windows PC and my MacBook Air to try and look the same, but the workspace always starts just like that first image. and I then have to change all the sizes to get that second workspace.

Forgot to add, yes, all other custom settings, keyboard shortcuts, favorites. and the like, are retained.

Looking at your two images both show that Audition has been opened with the 'default' Workspace not your saved one. So next time you open Audition go to Window/Workspace menu and select your saved workspace from the drop down menu. The screen layout should change to the saved view and it's name should appear at the top right of the display instead of 'default'. When you close Audition this will be saved so that the same view appears when you next open Audition.
Also you can Edit the Workspace list so that different named ones appear across the top right of the display so that you can just click on one to change the view. The one highlighted in blue is the current one.

That is correct, I've made this my default workspace. As I said previously, it does not matter what I call it, "My Workspace", "Fred", or whatever, the behavior is the same: my selections are there, but not the sizes. When I was using Audition CS6, I did not have this problem. I could create a custom layout, including window sizes, save the workspace as "default", or any other name I chose, close Audition and the next time I opened Audition, my workspace was EXACTLY as I left it, no resizing of anything needed.
This has not happened since switching to Audition CC. BTW, I've been using Audition since before it was Audition and still a Syntrillium product.

What resolution are the displays of your PC and Mac? Audition's latest does sometimes seem to have problems with adapting to high res displays.

I have the same problem.
My monitor is Samsung 4K 3840x2160.
Adobe Audition version 24.0.0.46
Windows 10x64.
Have you managed to solve the problem with saving the size of the panels?
It is very inconvenient to change the size of the panels every time.
