Adobe Photo Downloader does not launch automatically

Even though I have the correct settings, the Downloader does not start automatically. And when I press the button to start it, it opens but behind Bridge. Why? What can I do to solve it? By the way, isn't it time for a thorough overhaul and update to Photo Downloader?

Thanks for your feedback.

 

As per the preferences option, Photo downloader will automatically launch if you connect a Camera or iPhone.
Could you please try and confirm?
